National Assembly of Karabakh Approves New Government’sProgram

STEPANAKERT (Armenpress)–The Nagorno-Karabakh National Assembly approved Thursday the governmen’s five year program, which was presented to lawmakers by the new Prime Minister Ara Harutunian.
Presenting the program to the deputies, Prime Minister Ara Harutunian noted that the approved program was based on President Bako Sahakian’s election platform.
The plan calls for a 17% increase in annual economic growth and a 30% increase for annual investment for the following five years.
Under this plan, a per capita GDP of $4000 dollars is expected by 2010. Per capita GDP in Nagorno-Karabakh is now equal to $1.500, while in Armenia it is equal to $2,700.
The new prime minister also promised a crackdown on the shadow economy, saying not doing so would risk failure for the government’s projected targets.
High emphasis will be placed on the social sphere, he said. Assistance to needy families, support for young families and the families of soldiers will be a top priority. The government also promises, in the program to double old-age pensions in the next five years.
The previous governmen’s programs aimed at stimulating the birth rate in Karabakh, facilitating the settlement process, expanding home construction projects, and improving medical services will be continued. The Prime Minister also noted that serious reforms are planned for the agricultural sphere.
The government’s five-year program also has measures for the improvement of the demographic situation and expansion of cooperation with Armenia and Diaspora. Issues relating to Karabakh’s defensive capabilities and the preservation of cultural heritage are a top priority within the five-year program, said Harutunian.
