Karabakh Peace Hinges on Self-Determination Principle, Says Kocharian

YEREVAN (Yerkir Media)–In an interview with the Russian-language Golos Armenii newspaper, President Robert Kocharian Wednesday said that the Nagorno-Karabakh Peace process hinged on the self-determination principle and will be decided during the proposed referendum to be conducted in the Nagorno-Karabakh Republic.
The referendum is one of the elemen’s being proposed by the OSCE Minks Group.
“Since Levon Ter-Petrosyan’s resignation, the Karabakh peace negotiations were taking place based on the principle of Azerbaijan’s territorial integrity,” explained Kocharian.
“They were being guided by a provision of a de-facto independent state within a de-jure Republic of Azerbaijan,” said Kocharian, adding that the sides were close to an agreement on the Karabakh conflict twice in the past, but a full accord was made impossible because of Baku’s unwillingness to cooperate.
