Delaying Agreement on Basic Principles Damaging Peace Process, Says OSCE Chair

BRUSSELS (—Any further delay in the endorsement of the Basic Principles for a settlement of the Nagorno-Karabakh Conflict will have negative effects on the negotiations process and damage any sense of trust built over the years through the Minsk Group mediated peace talks, the Chairman-in-Office of the OSCE warned Wednesday at a meeting in Brussels of ministers from OSCE and EU member states.

The President of Armenia and Azerbaijan met with Russian President Dmitri Medvedev in Sochi on Monday where they appeared to have failed to resolve their remaining differences over an updated framework agreement on Nagorno-Karabakh proposed by the OSCE Minsk Group days earlier.

“We consider that further delay of basic principles on the solution to the Nagorno Karabakh conflict may negatively affect the negotiations process and cause loss of trust between the conflicting sides,” said OSCE Chairman, Kazakh Foreign Minister Kanat Saudabayev, Kazakhstan’s foreign ministry reported.

“In this regard, Kazakhstan is ready to assist in birding differences on the remaining issues in the basic principles and to directly participate in the process,” Saudabayev said.  

But Armenia, Azerbaijan and the OSCE Minsk Group co-chairs still occupy the most important roles in the peace process, he added.

Saudabayev said he believed that the only way to solve the conflict is through “the joint efforts” of both sides. “I believe that European Union and OSCE, which have the same interests, may achieve success in this issue working closely and coordinating efforts,” he added.

Saudabayev made the case that Kazakhstan was well poised to help push the peace process forward, arguing that Astana had traditionally maintained “friendly, partnership relations with both countries.”
