MOSCOW (Voice of Russia)—Russia is ready to submit to Baku and Yerevan a new package of proposals on the Nagorno-Karabakh conflict resolution, Russia’s Foreign Minister Sergei Lavrov said after his talks with Armenian counterpart Edward Nalbandyan in Moscow on Wednesday.
Lavrov announced that Russian President Dmitry Medvedev will submit the new Nagorno-Karabakh settlement proposals to Armenia and Azerbaijan “in the immediate future.”
The statement came in the wake of the June 24 talks between Russia, Armenia and Azerbaijan in Kazan, where the sides failed to reach an agreement on the so-called “Basic Principles.” The results of the Kazan talks were high on the agenda of the Lavrov-Nalbandian meeting, with Lavrov particularly pointing to the necessity of sticking to previous agreements.
“Moscow remains committed to an array of agreements that were earlier endorsed by the Presidents of the United States, France, Armenia, Azerbaijan and Russia,” said Lavrov, referring to the Nagorno-Karabakh conflict.
The topic was also discussed by the OSCE session in Vienna this week, where participants specifically mentioned an improvement in the current situation in Nagorno-Karabakh, a positive trend that Lavrov said should further get a boost.”
Separately, Lavrov warned against attempts to change the format of the negotiations headed by the OSCE Minsk Group, which brings together Russia, the US and France. Lavrov’s sentiments were echoed by Nalbandian, who touted the Minsk Group as an effective mechanism to contribute to the negotiating process.
“The change of the formant of settlement of the Karabakh conflict would not be an effective choice at this moment and would divert the attention from the core of the issue,” said Lavrov at a joint press conference with Nalbandian.
Lavrov underlined that the Minsk Group Co-Chairs, who have become a real tool in the negotiation process, are working hard to search for ways of settlement not only within the framework of the negotiation process, but also in the direction of reinforcement of trust and security along the line of contact. “We think it’s time to make a decision,” Lavrov said.

Oh, another proposal on Karabagh by Moscow. Gew whiz, what a surprise!
For 20 years I have been counting the number of proposals by the OSCE, and I am here to tell you that this is the 12,964,292th such proposal.
Yeh, this is gonna be the one that Armenians and Baku are going to agree on. Oh yeh, I can feel it in my bones.
Peace is around the corner.
Yup, I have the feeling that this latest proposal from Moscow will be as successful as the ones that were presented at Kazan (a couple of weeks ago) and Key West (I forget when that was – 15 years ago?).
Now is the time for the AP, UPI, Economist, WSJ, NY Times to predict a breakthru.
Nagorno Karbagh has become a barter tool for these people. Most probably it has all to do with black gold flowing out of azerbaijan. Just as Medveded gave azerbaijan 2 villages inhabited by Lezgis last week.
