YEREVAN (RFE/RL)—President Serzh Sarkisian has officially responded to his Russian counterpart Dmitry Medvedev’s proposals on how to end the current impasse in the Nagorno-Karabakh peace process, his office said on Friday.
Officials at the presidential press office refused to disclose the content of the reply. It was also unclear whether Sarkisian communicated it in writing, as Azerbaijan’s President Ilham Aliyev did on Monday.
Azerbaijani Foreign Minister Elmar Mammadyarov handed a corresponding letter from Aliyev to his Russian counterpart Sergei Lavrov during their meeting in Moscow. Neither minister elaborated on the letter at a joint news conference held after the talks.
Medvedev made those unpublicized proposals after failing to broker an Armenian-Azerbaijani framework agreement at the last Aliyev-Sarkisian meeting which was hosted by him in the Russian city of Kazan late last month.
The move was part of broader international efforts to salvage the peace process. U.S. Secretary of State Hillary Clinton phoned the Armenian and Azerbaijani presidents before the U.S., Russian and French diplomats co-chairing the OSCE Minsk Group visited Baku and Yerevan earlier this week.
The diplomats were cautious in assessing current prospects for an Armenian-Azerbaijani agreement based on the basic principles of a Karabakh settlement proposed by them.
“I think we have to be very careful not to jump to any conclusions or assess too quickly the results of all that diplomacy,” Robert Bradtke, the Minsk Group’s U.S. co-chair, said in Yerevan on Monday. “We’ll see over the coming weeks the results of the efforts that have been made.”

Sultan Ilham Heydar-ugly Aliyev is interested in perpetual “negotiations” because this is his only chance for him to rule Bazarbaijan until he hands over his powers to his son Heydar Ilham-ugly Aliyev who is in his teens now.
Without the anti-Armenian hysteria that was instituted as a state policy by the late KGB general and the first Sultan Heydar-baba Aliyev, the hungry Azeri masses would throw off this Kurdish clan that sucks all the country’s resources. With hundreds of billions $$ in oil revenues it would be hard to explain to average Azeris who live without electricity and natural gas why they have to sacrifice.
Its interesting to note; The Tatars never make mention of Armenian refugees, or Armenian population issues, as if in their future plans, there won’t be any Armenians in Artzack.
Dear Edward, neither do Armenians, unfortunately, mention the 100,000s of Armenian refugees. Our State leadership keeps saying, “oh everybody knows the truth”. Really? do they?
What is this ridiculous game every body is playing here? Medvedev sends a secret letter, by Lavrov himself, I guess Russian post is on strike. Baku sends Mamedyarov to personally hand in Aliyev’s response, a secret transaction which none is supposed to know. Then, Sarkissian sends his response, we don’t know if he send it by FedEX or had a chat on the phone (very important detail), still we are not supposed to know the content.
What kind of donkey race is this. Do they think we’re stupid or what?
Russia cannot be trusted. Most Armenians do not realize this. We are idiots.
So, what is on the table now? The Armenian leaderships are still not of that caliber to be trusted to know what they might be honestly capable of doing for our homeland/Haiastan – following the example of the Protocols fiasco.
