BAKU (Noyan Tapan–Turan)–During a meeting with the United Nations High Commissioner for Refugees–Sadako Ogata Friday–Azeri president Haydar Aliyev announced that the UN did not consider Armenia the aggressor in the Karabakh conflict and said the Karabakh question was an internal Azeri matter.
Aliyev said that the Karabakh issue must be characterized as a conflict between two neighbors–and added that in this only Armenia must be punished.
The Azeri president reiterated that Azerbaijan wanted to end the conflict through negotiations and not militarily.
Aliyev recently blasted his opposition for taking a more military approach to the Karabakh conflict.
The Baku-based Turan news agency reported that the coordinating council of the Movement for Democratic Elections and Electoral Reform discussed the issue of holding a protest–the chairman of Yurddash (Compatriot) Party–Mais Safarli–announced.
The protest regarding the authorities’ policy on the Karabakh issue planned for September 18 has been postponed for a week–he said. This is linked to the celebrations on September 20 marking the fifth anniversary of the contract of the century to develop the Azeri-Chirag-Guneshli oil fields.
Safarli said that the demonstration against Aliyev will be held Sept. 24.
