YEREVAN (RFE/RL)–Armenia will not back renewed discussions on the Nagorno-Karabakh conflict at the Council of Europe Parliamentary Assembly (PACE), championed by a Turkish politician, until it clarifies their details and purpose, a senior lawmaker said on Friday.
Shortly after being elected as president of the Strasbourg-based assembly in January, Mevlut Cavusoglu sought to revive and lead a PACE subcommittee tasked with facilitating a peaceful resolution of the Nagorno-Karabakh conflict. He has argued that the existence of such a body is envisaged by a 2005 PACE resolution.
Armenia’s leading pro-government and opposition forces are concerned that the subcommittee will not be impartial in its work because of the PACE chief’s nationality. They argue that Turkey continues to lend strong and unconditional support to Azerbaijan and cite pro-Azerbaijani statements made by Cavusoglu in the past. The latter dismissed these concerns during a two-day visit to Yerevan this week.
According to David Harutiunian, a senior pro-government parliamentarian heading the Armenian parliamentary delegation at the PACE, Armenian, Azerbaijani and PACE officials are currently discussing the precise mission of the subcommittee in the question.
“The purpose of the consultations is to try to understand what we are going to do, how we can assist in the process [of the conflict’s resolution] and what we should do,” Harutiunian told RFE/RL’s Armenian service. The subcommittee will not resume its work, frozen in 2008, until those consultations are over, he said.
Harutiunian, who also chairs the Armenian parliament’s committee on state and legal affairs, added that the Armenian side is trying to clarify the goals of the PACE panel and practical modalities of its work. “And until there is agreement on this issue, I think we will not get results,” he said.
Speaking at a news conference in Yerevan on Thursday, Cavusoglu insisted that the decision to kick-start PACE discussions on the Armenian-Azerbaijani dispute was taken by other Council of Europe officials months before his election. The PACE president, who a member of Turkey’s governing Justice and Development Party, promised to take the Armenian concerns into consideration even if he does not agree with them.

By now Armenia should have learned a lesson or two, but it seems they havent learned anything.
Never trust Turkey, thus any assurances by Turkey are worthless.
Turks are famous for their double standard policy for too many years now!! most Europeans and especially Israelis are fully aware of that…why not Armenia!!who cares about Cavusoglu’s opinion or policy or even recommendation at PACE, regards his “wishful” resolutions…he is singing with a Turkic dialect for Europeans, nobody can understand him, but Azeri Turks…
Most Turkish politicians practice deceit; concealment and distortion of the truth for the purpose of misleading; duplicity; fraud; cheating. Why some Armenian politicians still have faith in these dishonest Turkish politicians? Now, these Turkish politicians are misleading the Israelis. To me, it’s not a surprise. They have a long history of cheating and lying against Christians and other minorities in Turkey.
I really have to wonder why any number of mediaters, refferees, and diplomats who would look at the current situation in a historical context and not thank their lucky stars we Armenians are not nearly as hostile as others in the same situation. If Karabakh is to be independent,as impractical as that is,then Armenia had better be prepared to support it economicly and millitaraly.Iran will remain hands off I’m sure but the Turks will be involved. There will be no America to the rescue, like Iran, this is not thier fight. Is Armenia prepared? If the Azeries invade Karabakh and Armenia responds, what will the Turkish response be? What support,if any, from the west can Armenia hope for? I think we can all ansewr the last one,at least for now.
The truth of the matter is that, Cavusoglu and the likes of him can NEVER be TRUSTED. What’s the matter with our state officials? Can’t they put two and two together? I am not a politician, but I sure do know my history and I know those turks cannot be trusted. I saw Cavusolglu’s big smiles and I saw how he dodged going to Dsidsernagapert to give tribute to our 1.5 Million Martyrs. I just don’t trust those idiots; why couldn’t our government put him in his place and ask for someone else to mediate for our very important cause; like our Artsakh’s independence? I just hope that our government show their manliness and do what’s best for our vital cause. And I hope that they’ll do it soon. “Artouge dak ge dsedsen hayrenagitsner”!
Cavushoghlu should be sent back to his village. Can’t the europeans choose a civilized european to head PACE?
Since when is a turk a european? It is incomprehensible.
Nairian you are right about Cavushoghlu, he cannot be trusted and nor can any other turk for that matter.
turks will NEVER be trusted by anyone least of all by the Armenians. turk is the same old mass murderer criminal now with a western suit.
Araxi jan, the problems is that Levon Der Bedrossian should have pressed a peace treaty signature from the “azeris” man-eaters right after we won the war; but he didn’t do it and imagine, he even wished to give back our Artsakh even though the azeris man-eaters ate our people alive in Baku, Sumgeit and in another city. They didn’t do it then and now Russia, USA and Turkey are oil hungry and aren’t putting those “azeris” in their place. We will show them Araxi jan, Armenians in Diaspora and in our motherland must start showing their teeth more and not shutting up. We must stand together and fight for both our lands. If we all have to go there and fight for our lands then let it be so.
