YEREVAN (Noyan Tapan)–Karabakh officials distributed the text of a memorandum issued by the Karabakh Foreign Ministry to the OSCE Minsk Group co-chairmen earlier this week–in it stating that officials in Azerbaijan were utilizing the Azeri press to incite hatred and ill-feelings among Azeri citizens towards Armenia’s.
The memorandum–which was delivered to the OSCE Minsk Group Sept. 22–stated that Azeri officials in Baku had guaranteed the security of Nagorno-Karabakh in the near future–while instigating national hatred and intolerance in relation to the Armenian people–and in particular–"the Armenian community of Nagorno Karabakh".
The Foreign Ministry of Karabakh emphasized that this process of the formation of Armenia’s image as a "damned neighbor," was being executed directly by President Gaidar Aliyev and a number of high-ranking officials from Aliyev’s circle–and by the anti-Armenian "Bakinsky Rabochiy" (Baku Worker) newspaper–which was founded by the department for presidential affairs of Azerbaijan.
The Foreign Ministry of Karabakh offered as proof of these allegations a book by an unknown author in scientific circles called–"Turks and Armenia’s. A Guide on the Armenian Cause," published in April 1997 at the state publishing house.
The book revises the history of the Armenian people–and mentions the genocide of Armenia’s in the Ottoman empire–saying that to conceal the crimes and mislead the world community–"Armenia’s needed to exterminate their compatriots."
Another unlawful act by officials in Baku documented by the Foreign Ministry of Karabakh was regarding alleged officials witnessing Armenia’s exterminating mothers–sisters–brothers and relatives during the early part of the 1900s.
No such events were documented by any humanitarian groups in the region at that time–and Karabakh officials feel the authors of such reports were subjected to threats in order to fabricate these events.
Yet another falsification by the Azeri press regarded Aliyev’s recent visit with President Clinton–as a report by the state news agency–"AzerTaj" claimed that "the whole world saw the true face of Armenia’s," and that "this dishonest nation lost the little respect it had gained through the use of money–positions and the mafia" when Aliyev visited.
The report added that "Azerbaijan and its president’s peaceful policy completely unveiled the essence of Armenia’s."
The memorandum also states that Azeri authorities pursue policy to form anti-Armenian stereotypes and impose chauvinist moods in the Azeri society; and go on leading traditional policies of confrontation by methods and means of ideological and psychological war despite the cease-fire regime and numerous statemen’s on the aspiration to a peaceful settlement on the basis of a mutually admissible compromise.
