YEREVAN (Hayastani Hanrapetutiun)–In an interview with Armenpress–Levon Ter-Petrosyan’s chief advisor Jirair Libaridian said that declarations of the Azeri government in response to the new OSCE Minsk Group proposals–are a poor reflection of the Azeri desire to continue the negotiations process.
Libaridian said he doesn’t understand why the Azeri leaders violated the secrecy principle. Perhaps–they would like to see the failing of the process.
Perhaps–he said–the new proposals are not in their favor.
"We view violations of the principle of secrecy as a serious non-constructive approach to the negotiations process–or even as a strategy to fail negotiations. We will continue active and constructive participation in the peace process in the manner which we believe corresponds best of all to this conflict–which has a significant influence on lives and well-being of millions of our people," said Libaridian during the interview.
Questioned about Azeri Foreign Minister Hasan Hasanov’s declaration–who said that Azerbaijan would guarantee implementation of the rights of national minorities and promises of normal life to Armenia’s–libaridian said–"First–I don’t understand what national minorities rights are mentioned in regard with the Karabakh conflict. These are quite different issues. Second–security guarantees–provided by Azerbaijan to Nagorno-Karabakh can not be trusted. When we speak about security guarantees–we mean international guarantees. Third–of the whole Azeri nation Hasanov is perhaps the last one–who can make such declarations–without causing laugh and anger. He is the least trusted person in this issue. When he was Azerbaijan’s Prime Minister in 1991–he organized deportations of the population of 24 Armenian villages–using the soviet troops. This was the very beginning of miniaturization of the conflict. Any security guarantees–proposed by Mr. Hasanov–can only be viewed as disaster guarantees."
