YEREVAN (Noyan Tapan)–"The present political structure of the National Assembly does not correspond to the alignment of political forces and currently we’re trying to find the way to settle this problem," said National Assembly Spokesman Vahagn Mkrtchian at an April 16 news conference.
According to Mkrtchian–the legislative body is elected for four years and for countries in transition the alignment of political forces may change during that period.
"However–this does not mean that the problem of dissolution of the parliament should be raised each time," Mkrtchian said. The dissolution is an option only in emergency cases–he said. Mkrtchian reported that a group of National Assembly experts–consisting of representatives of political and public organizations–is currently being formed. The main goal of giving party representatives accreditation to the National Assembly is to allow parties which are insufficiently represented or not at all represented in the National Assembly an opportunity to participate in legislative work.
The government and the National Assembly are planning to sign a memorandum to put into order the government-parliament relations. Mkrtchian reported that activities will begin following the formation of the cabinet. At present–he said– the government is negotiating on international credit agreemen’s and proceeding to seek parliament ratification. In future–Mkrtchian claimed–the executive body will first hold consultations with legislative bodies.
Mkrtchian also reported that in the near future the National Assembly will hold regular meetings with the Foreign Ministry.
