MINSK (Armenpress)–At a recent session held in Minsk–CIS experts coordinated a draft outlining the standards of democratic elections–CIS countries’ citizens’ suffrage and freedom.
Vladimir Lisenko–a member of scientific-methodological committee aligned with the Central Electoral Commission of Russia’said that the approval of this document is important because there is no joint international legal document within the framework of CIS concerning the standards of elections. The draft was prepared based on principles of international right and CIS international obligations.
Twenty-seven articles specify the main principles of suffrage and organization of elections. It also includes points concerning the international observation of elections. For the first time the status of international observers is determined in the document.
The document also implies the creation of a special Interstate electoral council which will support the countries–members of Convention to control the process of election.
If the draft of convention is coordinated by the CIS experts and approved during the session of CIS Interparliamentary forum to be held in St. Petersburg on November 24.
