YEREVAN (Noyan Tapan)–Inauguration of the new President of the Nagorno-Karabakh Republic Arkady Ghoukassian took place Monday at a special session of the National Assembly of the Republic.
Declaring Ghoukassian the winner in the early presidential elections in Karabakh–Chairman of the Central Electoral Committee Moushegh Ohanjanian handed Ghoukassian a certificate–confirming his presidential status.
Taking the presidential oath–Ghoukassian vowed to be a guarantor of the Constitution and laws of the Republic–independence and democracy–security of rights and freedoms of the citizens.
The new President noted that the problem of Nagorno -Karabakh is the problem of the whole Armenian nation and assured that he would do his best to strengthen the ties of the Nagorno-Karabakh Republic with Armenia and the Diaspora.
Ghoukassian stressed that the possibilities for such a unity do exist.
Head of the Karabakh Diocese of the Armenian Apostolic Church–Bishop Pargev Martirossian addressed his congratulations to the newly-elected President. He blessed Ghoukassian and prayed for prosperity and welfare of Karabakh and its people.
The inauguration ceremony was attended by Prime Minister Leonard Petrossian and members of the Karabakh government.
A delegation of the Republic of Armenia made up of Foreign Minister of Armenia Alexander Arzoumanian–National Security and Interior Minister Serge Sargssian–Constitutional Court Chairman Gagik Haroutiunian and other officials attended the ceremony.
Also leaders of a number of opposition parties of Armenia–including Vazgen Manoukian of the National Democratic Union–Paruyr Hairikian from the Self-Determination Union–Hrant Bagratian of the Liberty Party and others arrived in Stepanakert on that occasion.
