YEREVAN (Hayots Ashkhar)–During a press conference Wednesday–President Robert Kocharian defended his position for not calling an emergency session of the National Assembly to discuss the issue of privatizing Armenia’s Brandy Factory.
"In its aspiration to attain recognition of the Genocide of Armenia’s–Armenia lags behind by almost seven years," president Robert Kocharian said–during a meeting with journalists. "The state must show its attitude towards this as it is a matter of our own self-consciousness–our attitude towards the past. We must oblige others to respect us," the president said.
Kocharian stated that the rules for calling an emergency session had not been adhered to by the deputies demanding the session–adding that only the president can determine the agenda of a special session.
He criticized parliamentarians who were not diligent in their previous requests for an emergency session citing a letter asking for such a session for 3 p.m. June 19 was delivered to his office at 4 p.m. on the same day.
Furthermore– Kocharian said that in order for the president to call an emergency session a simple majority is needed. The petition he had receive only contained the signatures of one-third of the parliament.
