YEREVAN (Noyan Tapan)–At its special meeting Monday the Armenian National Assembly approved the draft election code in its second reading. 94 deputies voted for–4 against with 3 abstentions. The Parliament decided to discuss the draft election code in the third reading.
The main reporter–representative of the "Yerkrapah" deputy group–Victor Dallakian pointed out that 50 percent of over 480 proposals received were accepted by the authors of the draft.
He said–not only political forces represented in Parliament but also individual deputies show great interest in the draft. Shamiram–CPA–SDU factions–Reforms and Yerkrapah deputy groups as well as individual deputies made proposals. In all–21 parties–10 public organizations–8 specialized establishmen’s–two of them being international ones made proposals aimed at improving the draft election code.
A number of foreign missions and embassies in Armenia also participated in the discussions of the draft election code. Dallakian said that due to the cooperation between numerous forces an agreed and compromised draft was made out.
Unlike the first reading–the order of forming election committees is changed in the second reading.
The committees will include three government-appointed members–five representatives of parties which have factions in Parliament–and five representatives of parties which are not represented in Parliament–but will make applications for participating in the elections.
The sum of the election deposit is reduced (a sum equal to $10,000 under proportional election system–and a sum equal to $200 under majority election system).
The number of signatures to be collected for nomination is also reduced (30,000 signatures under the proportional election system–and 2,000 signatures under the majority election system).
The election code stipulates the responsibility for violating certain provisions–but measures of punishment are removed: they will be enacted by the administrative and criminal legislation.
In the first reading the draft will also stipulate other amendmen’s.
In connection with the abolition of the coupon system–amendmen’s will be made to relevant articles–and a restriction will be introduced in the requiremen’s to nominees for leaders of communities and districts.
