STRASBOURG, France (PanArmenian)–Armenian Foreign Minister Vartan Oskanian Tuesday met with Secretary General of the Council of Europe, Terry Davis, and discussed the deliberate demolition and desecration of historic Armenian monumen’s (khatchkars) in Old Julfa in Nakhichevan at the hands of Azeri authorities. Oskanian explained that the continued destruction of monumen’s at peace time could be equated to the same actions by Azerbaijan at wartime in the 1990’s. The two leaders discussed an upcoming fact-finding mission to Nakhichevan to monitor the destruction. In other matters, Oskanian brief Davis on the recent progress of the Nagorno-Karabakh conflict resolution process and the upcoming constitutional referendum in the Nagorno-Karabakh Republic. Davis expressed hope that upcoming parliamentary elections in Armenia would proceed in accordance to international standards and addressed the need for timely implementation of constitutional reforms Armenian authorities. Oskanian said that Armenia was pleased with the proposed Action Plan proposed to ensure a better election process.
