YEREVAN (Noyan Tapan)–The people who left Karabakh over the past decade have begun to return. Nagorno Karabakh Republic Government Representative for Migration Affairs Nelli Voskanian said that the movement is being promoted by a special program of the Karabakh government aimed at restoring war-damaged areas in Karabakh.
Buildings–schools–roads–electricity transmitting lines are the first to be reconstructed. Privileges are foreseen for indenting returnees–including lodgings–personal plots of land–softer taxation and exemption from paying public utilities.
One-time pecuniary aid will be rendered to such people. Loans are also being issued to farmers.
According to Voskanian–the flow of returnees is growing daily. Surveys show that 40 percent of all emigran’s wish to return to their native home.
Voskanian believes that those returning should be provided with information on life in Karabakh–including current economic and social programs. She also said that six villages ruined during the war have already been populated in Karabakh.
