YEREVAN (Noyan Tapan)–At his hearing at the Court of Appeals Monday–Armen Ter-Sahakian asserted that Artsrun Margarian "organized," Internal Troops Department Head Vahan Haroutiunian "knew" and he [Ter-Sahakian] and other members of his group "were scapegoats." He said that during the preliminary investigation he was afraid to give the name of Artsrun Margarian–as the latter occupied a high position (Deputy Interior Minister and Internal Troops Department Head) and did not give the name of Interior Minister Vano Siradeghian–as it would be in his opinion considered slander.
Ter-Sahakian–later said "they want to make a scapegoat out of Vano Siradeghian–but it won’t work." Thus–he contradicted his own testimony given during the preliminary investigation according to which the group was created and later incorporated into the Police Task Force with the mediation of State Television and Radio Department Chairman Samvel Gevorgian who also forwarded the order to kill Chairman of the Ashtarak Regional Executive Committee Hovhannes Sukiassian – on behalf of Vano Siradeghian. Ter-Sahakian pointed out that Artsrun Margarian motivated the necessity of that murder the following way: "It is because of Sukiassian that we are losing the war – he wanted to cede lands so that Levon Ter-Petrossian should be removed from office." To the judges’ question if Margarian was entitled to give orders to the Police Task Force structures in 1992 (when Sukiassian was murdered)–when he was an employee of the Defense Ministry’s system–Ter-Sahakian could not give an answer. According to him–the decisions were made at higher levels – by the Armenian National Movement."
