STEPANAKERT–A new housing complex called “Artsakh” was inaugurated on December 4, featuring buildings that will house hundreds in newly-constructed apartment towers.
President Serzh Sarkisian and Nagorno-Karabakh Republic President Bako Sahakian were on hand as hundreds filled the streets of the capital of Karabakh to celebrate this new venture.
President Sahakian emphasized the significance of this district for the capital saying that it would have a tangible impact on the solution of housing issues in Stepanakert and give new quality to the architectural appearance of the city.
Primate of the Artsakh Diocese of the Armenian Apostolic Church Archbishop Pargev Martirosyan, Chairman of the National Assembly Ashot Ghoulyan, Prime Minister Ara Harutyunyan, Armenia’s Defense Minister Seyran Ohanyan and other officials attended the event.
Sarkisian and Sahakian also attended the re-opening ceremony of the military hospital in the Ivanyan village.
Sahakian emphasized the importance of this institution for the Defense Army, saying that the healthcare of servicemen is among the pivotal components of the fighting efficiency of the armed forces. He pledged that this matter would be a priority for his administration.
On the same day, the two presidents also attended special classes organized by in one of the training centers of the Karabakh Defense Army.
On Tuesday, the two presidents visited other military units in the Nagrono-Karabakh Republic and attended the opening ceremonies for the Sayat Nova sports complex in Martuni.
Earlier they toured Askeran and Shoushi.
How will these buildings hold to to an earthquake? Are they up to code? Scary to think about!
They should have invited Mr. Ilham Heydar oglu Aliyev to the ribbon cutting ceremony.
He would have appreciated the famous Artsakh hospitality.
As an added bonus, he could have brought with him the corpse of Abulfaz Elchibey aka Abulfaz Qadirqulu oglu Aliyev (no relation) to help him cut the ribbon.
You know, the guy who ran for his life from Baku to occupied Nakhichevan before his Azeri buddies could hang him in a central square in Baku; the same guy who boasted he would hang the last Armenian he found in Karabagh in the central square of Stepanakert.

My family and I observed this complex under construction during our visit this past summer. It is very impressive and an inspiring addition to the city. Another sign of the courageous progress of our people in building a nation. God Bless them.
The most important foreign policy change would be for Armenia and the NKR to join the Eurasian Union which was created by Prime Minister Putin of Russia. Armeian is land-locked with closed borders with Turkey and Azerbajian but becoming a member of the Eurasian Union would overcome the closed borders. The Eurasian Union would allow Armenia to have a market in Russia , Belarus and other parts of the former Soviet Union.
Opening the borders with Turkey is a horrible idea and the Eurasian Union would solve Armenia’s economic isolation making opening borders with Turkey unnecessary. The Turks want open borders to invade Armenia with Turks and to seize control of the Armenian economy and to commit cultural genocide aganist the Armenians.

No YOU should have built you should have built these apartments in Northern Artsakh in such places as Gandzhak and other cities . So WHEN Armenian refugees return to their lawful land they could have used them.

First of all, these appartments were built in Artsak (Stepanakert), what you refer to as Karabakh – and second: how does building them in Artsak help Azerbaijani refugees when they return to Mongolia, which probably isn’t “their lawful land” either?
ask your President Aliyev to build apartments for your people, instead of spending US$3 Billion @ year buying military hardware to invade Artsakh.
Maybe the Aliyev clan can divert some the stolen Azeri oil money – on its way to being diverted to Dubai – to building housing for Azeri refugees.
As to Azeri refugees: they can go and live in the houses and apartments of 500,000 Azerbaijan citizen Armenians who were forced out by Azeri Musvat mobs. They all had to flee Azerbaijan with nothing. Minus a few hundred Armenians who were savagely massacred in Sumgait (1988), Kirovabad (1988), Baku (1990).
Very important to remember that during the war Azerbaijan deliberately bombed and shelled civillians and civillian buildings, intentionally seeking the greatest possible loss of Armenian lives. The Ukrainian mercenary pilot, who was filmed by Svetana Paskaleva in “Karabagh’s Wounds” after being shot down and captured by Armenian forces, spoke of the misinformation he was told by the Azeris, that there are no civillians left in the combat zones and all large structures are to be attacked to prevent their use by the Armenian forces. But his targets included apartment buildings.
