FORMER UNITED NATIONS (UN) OFFICIAL ON HUMAN RIGHTS SAYS UN CONVENTION APPLIES RETROACTIVELY–MAKING THE TURKISH STATE FULLY RESPONSIBLE FOR REPARATIONS
Glendale–The Armenian National Committee-Leadership Institute will conduct a discussion with international law expert–historian–and former UN official on human rights Dr. Alfred De Zayas on Saturday–November 8.
Dr. De Zayas will discuss his recent study–"The applicability of the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide to the Armenian Case."
According to his findings–the UN Convention applies retroactively to the Armenian Genocide–making the Turkish state fully responsible for reparations.
Based in Geneva–Switzerland–Dr. De Zayas teaches international law at several European and North American universities. After 22 years of service as Secretary of the United Nations Human Rights Committee–Dr. De Zayas recently retired.
In addition to his recent study–Dr. De Zayas has also written a lengthy chapter titled "The Twentieth Century’s First Genocide: International Law–Impunity–the Right to Reparations–and the Ethnic Cleansing against the Armenia’s–1915-1916" in the newly published book–"Ethnic Cleansing in Twentieth-Century Europe."
Dr. De Zayas is also the recipient of the 2003 ANCA-WR Scholarly Achievement Award. The award will be presented at the ANCA-WR 2003 Annual Banquet on November 9.
The Armenian National Committee Leadership Institute was launched in the year 2002 to bring prominent political–academic–and civic leaders from across the United States and the world face-to-face with Armenian-American leaders from a variety of backgrounds.
Previous Leadership Institute speakers have included: Rep. Frank Pallone (D-NJ) Founder and Co-Chair of the Congressional Caucus on Armenian-American Issues; Rep. Adam Schiff–Congressman who represents the largest number of Armenian-Americans in the United States; Samantha Power–author of "A Problem From Hell: America and the Age of Genocide"; Richard Giragosian–a noted political analyst for Radio Free Europe and the author of the monthly newsletter "Transcaucasus: A Chronology"; Israel Charny–the noted author of the "Encyclopedia of Genocide"; Aram Hamparian–Executive Director of the Armenian National Committee of America; Stephan Astourian–Director of Armenian Studies–University of California–Berkeley.
