The ANCA-Glendale and ANCA-CV will remain neutral on ballot Measure C which seeks to amend the City Charter to change the council’s salary setting authority from the Government Code, to allowing the council to establish compensation by ordinance. Glendale’s Charter Article IV Sec. 3 currently bases the salary of each council member through state law based on the size of the city and has currently set the salary at $17,160. It allows for an increase in salary based on a municipal election in addition to increasing by ordinance without an election up to 5% for each calendar year.
Voting “yes” for this Measure will allow council to set its salary by ordinance, thus removing the salary requirement from the Charter. Voting “no” will continue to determine council salaries as outlined by state law. The ANCA-Glendale and ANCA-CV will remain neutral on Measure C as both organizations believe that it should be evaluated by voters in order to collectively ensure the economic livelihoods of Glendale’s civil leaders.
The ANCA-Glendale and ANCA-CV have opposed ballot Measure E which aims to amend the City Charter in a manner that will allow the Board of Education to transition from its at-large election method, to by-trustees areas without the participation of the electorate in establishing the district boundaries.
While the organizations are in favor of by-trustee area elections in order to ensure balanced representation for all demographics within the City, they continue to emphasize the importance of boundary lines representing the vote of residents. “We have remained consistent in advocating for all districting measures to be reflective of the intent of Glendale’s citizenry.” stated ANCA- Glendale Chairman Artin Manoukian. “If the Board of Education decides to establish trustee area elections, then the arrangement of these boundary lines should be solely the decision of the voters.
This announcement follows the organizations’ endorsement for ballot Measure D which will amend the City Charter to institute by district elections for city council subject to voter approval, and support for ballot Measure O which will increase the City’s Transient Occupancy Tax by 2% in order to generate more revenue for public services.
