YEREVAN (Noyan Tapan)–Prime Minister Andranik Margarian signed a decree on September 1 relieving Ararat Gomtsian of his duties as Head of the Department of Operative Management of the Government Staff and simultaneously appointed him as his personal aide–the Government’s Public Relations Department reported.
