YEREVAN (Noyan Tapan)–Karabakh President Arkady Ghoukassian signed a decree Friday pardoning six convicts.
The president based his action on factors such as the character of the convict and consequences of the crimes committed–the degree of their danger to the public–the term already served–military services–age–heavy family situation–positive references from places of confinement–etc.
Partial amnesties were granted to two convicts with grave health conditions. Amnesty was denied to 3 convicts.
