STEPANAKERT (Azg) – "Adopting a Constitution for Nagorno-Karabakh will confirm its independence and separation from neighboring Azerbaijan," an anonymous high-ranking Karabakh official reported to Azg.
He said that the people of Kharabakh must approve a Constitution so that they can secede from Azerbaijan and create their own free and independent state. Any delays with approving the Constitution are an intolerable waste of time for Kharabakh–which has been independent for six years but has not been formally recognized.
He also said that a Constitutional Law consisting of several topics is currently used in the country. This Law has not been accepted through a public vote and thus cannot be used as a document reflecting the collected will of people. This fact may cause significant problems during future negotiations regarding the status of Kharabakh.
A corresponding state commission has been developing the Constitution for several years.
