
MOSCOW—Russian Foreign Minister Sergay Lavrov called for a “step-by-step approach” to resolving the Karabakh conflict and added that additional measures were needed to keep the situation on the line of contact (the Artsakh-Azerbaijan border) calm.
Speaking at a press conference on Monday ahead of a scheduled meeting between the foreign ministers of Armenai and Azerbaijan on Thursday, Lavrov said that the conflict “cannot be resolved once and for all with a single document.”
“We need a step-by-step approach that will reflect the agreement on the avenues of working on issues that require additional discussion with a view of reaching a final resolution, including the status of Nagorno Karabakh,” Lavrov said.
He added that diplomats have been working intensively and regularly to resolve the conflict.
“I think it’s important to take additional measures to make the situation on the line of contact calmer. This would help move towards a political settlement,” Lavrov told the press conference.
“Russia cannot have concrete plans regarding the resolution of the conflict, as it is up to the parties to solve the issue,” he said.
According to the Minister, “Russia, along with other participants of the process, creates conditions for such a resolution, comparing the parties’ positions in search for coinciding approaches and in an attempt to “suggest the compromises that can help the parties reach a common ground on issues they have been divergent on so far.”
“We hope to see such positive impulses coming from both countries [Armenia and Azerbaijan],” Sergey Lavrov stated.
Karabakh/Artsakh is part of Armenia and there is no step by step process. If Artsakh is part of Azerbaijan, then Azerbaijan is part of Russia. There ca’t be double standards, as they both were part of ussr
Lavrov said that the conflict “cannot be resolved once and for all with a single document.” Yes Mr. Lavrov if Putin your boss wants to solve at once, then everything can be solved. This is why Russia suck petrodollars out of Aliyev’s corrupted pocket, as long as Baku’s oil pipelines flow westward!
Ahh, Russian “eternal” friendship. Financially weakened and politically battered Kremlin has officially declared its inability to fully control Armenia, thanks to the ordinary people of Armenia who showed utter defiance towards Russia after the four-day war of April 2016. After arming Azerbaijan militarily, Kremlin has now embarked on seducing Azerbaijan politically to bring an equally battered Azerbaijan into Russia’s “union”.
What makes Lavrov so sure that “step-by-step” approach is the only way to get the problem solved? could it be that the “step- by step” approach will weaken Armenia…step by step? thus making it possible to give Azerbaijan another attempt to the infamous “Lavrov Plan”? After the fiasco of 2016 war Kremlin has no moral or political right to advise Armenians into accepting what Azerbaijan has been demanding from the start, which is Baku’s demand for “Step by step” resolution (read: deterioration and eventual destruction) of the conflict.

What Armenia needs to do is step by step development of Armenia. Step by step reacquisition of Armenian land and companies and businesses bought by Russia. Step by step brain drain of Armenian experts from Russia and rest of the world to Armenia. Armenia is the home land of all Armenians. Let us make it a beacon of hope and prosperity for all Armenians. Lets make it a haven for scientists, engineers, doctors and all Armenian professionals. What Russia says is irrelevant.
