YEREVAN (Armenpress)–Levon Ter-Petrosyan–during his annual of State of the Nation address last Thursday–reiterated his stance on the Karabakh conflict resolution by calling for a complete "administrative reign" for the Nagorno-Karabakh Republic–a status far worst than the autonomy proposed by international mediators and Azerbaijan alike.
In his remarks–Ter-Petrosyan called for the maintenance of the cease-fire and the resolution of the conflict through peaceful means.
He further stated that the concepts of territorial integrity–advocated by Azerbaijan–and national self determination should be consolidated for a resolution through mutual compromise.
Ter-Petrosyan added that the Nagorno-Karabakh issue should be settled within the framework of the Minsk Conference of the Organization for Security and Cooperation in Europe–based on the proposals of the co-chairmen and consent of the three sides to the conflict.
"In this respect–the Copenhagen meeting of OSCE Ministers should be assessed not as an achievement or failure of any party–but rather as a serious token of the negotiating process," Ter-Petrosyan assessed.
