The reality is these the NKR authorities have very legal ground to convict these two would be cretins, and I would urge the use of the death penalty if applicable under NKR laws.

There is legal basis. They should just know something about law before making statements. First Artsach has the right of self determination no mater or Azeries want it or not. As does Azerbaijan has the right to not recognize it. Which means Artsach have all so the supreme right to implement their laws within their jurisdiction.
