STEPANAKERT (Noyan Tapan)–The National Assembly of the Nagorno-Karabakh Republic adopted a resolution on Friday in honor of a special session of the Regional Council held in February 1988. The text of the resolution follows:
"The National Assembly of the Nagorno-Karabakh Republic considers historic the expression of the will of the people of Karabakh as stated in the 20 February 1988 resolution adopted by the Regional Council of the Nagorno Karabakh Autonomous Region regarding cessation from Azerbaijan–marking the beginning of a new phase in the struggle of the Armenian people for freedom and independence. Holding in high esteem the courage and firm spirit displayed by the entire Armenian nation during these years–we confirm the determination of the people of Karabakh to persistently achieve the goals set before it. We declare the readiness of the people and the leadership of the Nagorno-Karabakh Republic to advocate a mutually-acceptable and final solution–through peaceful means and negotiations–the conflict between Azerbaijan and Karabakh. At this time–we are pleased to announce that Nagorno-Karabakh Republic was established as a sovereign state within a certain territory–with legitimate authorities elected through democratic means–and capable of building relations with other countries.
The National Assembly of the Nagorno-Karabakh Republic appeals to parliamen’s of all countries to assist in restoring peace and stability in the region–in acknowledgment of a nation’s right to sovereignty–self-determination–social political and economic development–and international cooperation. Whereas national unity and accord are pertinent to resolving issues of national concern–the National Assembly of the Nagorno-Karabakh Republic declares 1998 the Year of Artsakh and National Unity and calls on all Armenia’s–governmental and public organizations to rally around this ideal to ensure success future endeavors of the people of Karabakh."
