YEREVAN (Noyan Tapan)– 100 million drams assigned to the parties that overcame the five percent barrier in the 1995 parliamentary elections are stipulated by the 1998 state budget. The government is not entitled to pass an appropriate decision–President Robert Kocharian told reporters Wednesday–indicating that he has no right to veto it. Some parties have also been known to have urged the president to veto the government’s decision. According to the president–the only way of solving the issue would be for the National Assembly to revise its own decision: Robert Kocharian promised to sign the law adopted by the parliament in this case.
